If the Constitution were different, I'd say Arnold was gearing up for a run in a Republican primary against Mitt Romney, counting on the weight of the CA population to knock out Romney:
"California Gov. Arnold Schwarzenegger proposed a sweeping plan to mandate universal health care in the nation's most-populous state, putting forth measures that would require employers to pay into the health-care system as well as tax hospitals and doctors to help offset medical coverage's spiraling costs. The move makes Mr. Schwarzenegger, a Republican, the latest governor to try to tackle a problem -- covering the uninsured -- that the federal government has been unable to solve. Massachusetts Gov. Mitt Romney, who is seen as a Republican contender for the presidency, struck a bipartisan deal with his state's legislature last year mandating universal health care in the Bay State." (WSJ)
Which makes me wonder--could there really be a move to amend that part of the constitution before 2008, and if so, doesn't that also bring Granholm into the picture?
Many have talked about the GOP field lacking a clear front-runner, and political reporters are looking for the next GOP dark horse--Huckabee, Newt if he'd make up his mind. But if the rules change between now and the primaries..... that makes this a very different square dance indeed.
